The National Statistical Institute is committed to making its websites accessible, in accordance with Art. 9, item 2, letter “g” of the Convention on the Rights of Persons with Disabilities (ratified by a law adopted by the 41st National Assembly on 26.01.2012 – SG 12/02/12), Art. 4, item 7 of the Integration of Persons with Disabilities Act, Art. 13 of the E-Government Act, Art. 4, para. 1, item 4, b. “a” and “e” of the Electronic Communications Act, Art. 19, para. 2 and 4 and Art. 39, para. 2 and 4 of the Ordinance on common requirements for information systems, registers and electronic administrative services, Directive (EU) 2016/2102 of the European Parliament and of the Council of 26 October 2016 on the accessibility of the websites and mobile applications of public sector bodies – below the ‘Directive’ (OJ L 327, 2.12.2016, p. 1), Commission Implementing Decision (EU) 2018/1523 of 11 October 2018 establishing a model accessibility declaration in accordance with the Directive and Web Content Accessibility Guidelines 2.0 (WCAG 2.0).

This Accessibility Statement applies to a website census2021.bg.

Compliance status

This website is partly in line with the Directive and WCAG 2.0 due to the inconsistencies and exceptions set out below.

Unavailable content

The content listed below is non-accessible for the following reasons:

(a) Non-textual information such as pictures, objects and forms of completion does not always have an alternative text representation (non-compliance with WCAG 2.0 1.1.1);

(b) Full retention of the information, structure and interconnections of the website is not ensured when the presentation method changes, for example from a standard screen to a screen reader (non-compliance with WCAG 2.0 1.3.1);

(c) Text may not always be resized up to 2 times without loss of content or functionality and pictures are used where it is possible to use text (non-compliance with WCAG standard 2.0 1.4.4 – 1. 4.5);

(d) The focus on interactive elements cannot be moved by using a keyboard alone (non-compliance with WCAG 2.0 2. 1. 2);

(g) The default language on each page of the website cannot always be determined programmatically (non-compliance with WCAG 2.0 3.1.1);

(h) Users may be confused by an unexpected change of context due to the introduction of information into a form (non-compliance with WCAG 2.0 3.2.2);

(i) Labels or instructions are not always provided when the content requires user input (non-compliance with WCAG 2.0 3.3.2);

(j) Not for all user interface components (including but not limited to: form elements, links and components generated by scripts) the name and role can be programmatically defined (non-compliance with WCAG 2.0 4.1.2).
